Event Partnership:
Pinellas County stands as one of the most densely populated coastal areas in Florida, positioned on a peninsula between Tampa Bay and the Gulf of Mexico.
Characterized by low-lying terrain and hundreds of miles of shoreline, the county is highly vulnerable to severe flash flooding, seasonal high tides, and extreme coastal storm surges.
These environmental conditions create a persistent threat, leading to ongoing flood risks and some of the highest flood exposure for communities throughout the state.
Serving a large coastal population, several county entities are involved in community-wide disaster mitigation, including the Pinellas County Department of Emergency Management, Department of Public Works and Municipalities, as well as various Planning and Building Development Divisions.
These departments are essential to effective community flood preparedness, and prioritize solutions that are field-proven, procurement-ready, and adaptable to a wide range of building types and site conditions.

The responsibility for safeguarding public infrastructure, county-owned buildings and facilities, community-wide stormwater management, and critical operational assets across multiple departments is shared by the county's emergency management division, municipal facility directors, and purchasing teams. Their mandate covers both day-to-day facility resilience and large-scale preparedness planning ahead of hurricane season.

Florida's Gulf Coast counties face relentless flood risk from hurricanes, storm surge, and extreme rainfall events.
For Pinellas County, protecting public and private infrastructure and county operations means evaluating flood mitigation solutions that have proven effective in real-world storm conditions, can be deployed quickly, adapted to diverse facilities and properties, and trusted to perform when conditions turn severe.
The challenge was twofold: Identify and procure dependable flood protection for county needs, and build broader preparedness awareness across county departments, neighboring jurisdictions, and regional partners, all of whom share the same coastal risk.
County officials recognized the importance of observing realistic flood mitigation and water diversion strategies in a practical environment. Through the Cooperative Purchasing Contract Award, the Pinellas County of Emergency Management coordinated a hand-on flood control product demonstration with the flood specialists team at Garrison Flood Control on July 22, 2026 at the St. Petersburg College Campus in Clearwater, FL.
This approach allowed the personnel tasked with emergency preparedness and operational maintenance and response to directly assess the wide variety of flood control systems and water diversion solutions directly available for their needs through Garrison Flood Control.
Event Goal:
To equip Pinellas County with storm-proven flood control systems and solutions suited to protect public infrastructure and county operations.
To host a live, hands-on product demonstration that allowed county personnel, emergency management leadership, and regional partners to see flood mitigation solutions deployed in the field.
To strengthen regional preparedness by bringing together stakeholders from across the county and neighboring jurisdictions around practical, rapidly deployable flood protection strategies.
To position flood mitigation as part of a broader, community-wide resilience effort ahead of future storm seasons.

These systems are designed to contain, divert, and redirect floodwater away from critical infrastructure, public facilities, and other vulnerable assets.
To demonstrate the systems in real-world conditions, Garrison and Pinellas County coordinated a regional flood-control event on July 22, 2026, at St. Petersburg College’s Clearwater Campus. Both teams worked closely to secure site approval and coordinate staging, parking, drinking water, restroom access, and other event logistics.
On the day of the demonstration, the Garrison team installed a range of flood-control and water-diversion systems, supported by on-site staging and power. Attendees were able to inspect the equipment, observe deployment procedures, and evaluate how the solutions could be applied to their own facilities and flood risks.
The event generated interest from over 55 participants representing Pinellas County departments, municipalities, partner organizations, and neighboring Pasco, and Hillsborough counties. Attendees included emergency management leadership, planning and public works directors, logistics coordinators, facilities personnel, utility stakeholders, purchasing teams, and local regional media and press.
The demonstration continued despite Florida summer surface temperatures reportedly reaching 128°F—a clear reminder of the extreme conditions that make regional preparedness essential.
